Changes for the air transport of lithium batteries

From January 2022, new rules will apply to the transport of (packaged) lithium batteries. Make sure you are aware of the new regulations. Below, we list everything for you.

 

Companies offering lithium batteries for air transportation, packaged in accordance with Section II of Packaging Instructions 965 and 968, do not need to have an ILT approval (issued by the ministry of infrastructure and water management). They are currently covered by an exemption.

 

 

This will change from 1 January 2022 (and no later than 1 April 2022). Companies must then have an A or E accreditation to be able to offer lithium batteries packed according to the amended regulations (section IB) for air transport.

The change will take effect on 1 January 2022, but there is a transitional period of 3 months within which the old shipping method is still permitted.

What does this mean for you?

  • From April 1, 2022, you are no longer allowed to ship loose lithium ion batteries (UN3480) and loose lithium metal batteries (UN3090) under Section II. The Section II part is going to be deleted from packaging instructions PI 965 and PI 968.
  • You don’t have an A or E accreditation? Then after March 31, 2022 you may no longer offer Section IB batteries for air transport.
  • Section II becomes IB, so this type of shipment will require a Dangerous Goods Declaration (DGD).
  • Do you currently have only trained/instructed personnel (IATA DGR 1.6) for shipment of section II batteries?  Then you must have personnel trained in accordance with the provisions of IATA DGR chapter 1.5 (Table.1.5.A).
  • Packaging must contain a class 9 label, in addition to the current lithium battery mark and the CAO label.
